After missing the long and the short rainy season, drought left more than 12 million people in need of urgent humanitarian assistance in the Horn of Africa in 2011. An influx of vulnerable, as the new refugees were called, stretched Dadaab way beyond it’s initial capacity for 90,000 people. The refugee population stood at 440,000 throughout 5 camps (Ifo I, Ifo II, Ifo III, Hagadera and Dagahaley) and an estimated 1300-1500 new arrivals each day were setting up temporary housing on the outskirts of these five camps until UNHCR could arrange for more permanent settlement arrangements.
